Groundwater abstraction in India is regulated. An industrial user drawing from a borewell generally needs Central Ground Water Authority approval, and that approval carries monitoring obligations that do not go away once the certificate is issued.

Two measurements are involved. How much water is being drawn — a flow meter on the abstraction line. And what that abstraction is doing to the aquifer — a piezometer or digital water level recorder in the observation well.
